CSHOA Seeks Grounds and Landscape Contractor

The Chesapeake Station Homeowners Association (CSHOA) recognizes the need for the services of a professional landscape contractor, who will provide all labor, equipment, materials and supplies, to maintain the grounds and landscape within the community for the calendar years 2012 & 2013. Therefore, the Board of Directors of the CSHOA has approved the following Statement of Work (SOW) to be used as the basis for quoting by all approved contractors.

STATEMENT OF WORK

1. Grounds Care:
Mowing shall be provided each year beginning April 1 and ending approximately October 31. The turf grass area will be mowed to a height of 3 ½ – 4 ½ inches every 7 to 10 days; depending upon need (total number of mowings will approximate 48). Debris will be removed by contractor prior to mowing in order to prevent shredding which would detract from the community’s appearance. Clippings will be blown from sidewalks, patios and excessive clippings will be removed from the premises by the contractor.
String trimming around trees, shrub beds, foundations and all obstacles shall be performed after each mowing. Mechanical edging of all sidewalks and accessible curbs will be provided and debris will be removed from same with every other mowing during the season. The ornamental plant beds will be weeded with every other mowing during the season.

2. Turf Applications:
The contractor will provide a grounds fertilization program (including turf grass fertilization, pre-emergent crabgrass control & post-emergent broadleaf weed control) and a pest/disease management program utilizing the least amount of chemicals necessary in accordance with the state and local government regulations. Post-emergent herbicides will be applied by a certified pesticide applicator as needed around trees, sidewalks, curbs, and bed areas to eliminate weeds. Watering services capabilities will also be explored with the contractor.

3. Landscape Management:
Trimming of shrubs and hedges will be performed two (2) times per year determined by their flowering period. All shrubs will be sprayed three (3) times per season according to the variety of plant and type of insect. First application in March (as needed) will be dormant oil spray to suppress eggs before hatching in the summer. Second application in May/June (as needed) will be insecticide spray to control scale, aphids, mites, etc. Third application in July/August (as needed) will be a systematic spray for control of fungus, Powdery Mildew, bagworms, etc. Shrubs and ground cover will be fertilized one (1) time each year using the contracted organic fertilizer.

Ornamental trees and shrubs will be elevated/trimmed as necessary to provide for pedestrian safety on common area sidewalks as well as vehicle traffic on community roadways. In the spring, all beds will be raked and the existing mulch beds will be top-dressed to maintain a depth of two inches of shredded hardwood mulch. Removal of all weeds manually throughout the growing season in all mulched areas will be performed once monthly. Ornamental plant beds will be spade edged in the spring to a depth of 2 to 4 inches creating a definitive edge between turf and bed ring. There will be no overlap of turf and mulch areas. Perennial plants will be cut back in the fall.

4. Ancillary Services:
The contractor will provide recommendations for and costs of ancillary services for the following:
Fall Leaf Removal (a minimum of two (2) times per year)
Fall Lime Application
Flower and Plant Displays
Common Area Tree Maintenance & Ivy Removal
Snow Removal
Install or Replace Landscape Timbers
Fence Repair or Replacement

5. Miscellaneous:
Contractor will provide copies of licenses as well as certificates of insurance, naming the CSHOA as additional insured and indicating types, limits of coverage and deductibles. Such limits of coverage will meet or exceed the state requirements if there are any.
Contractor will ensure that there will be frequent opportunities to meet with representatives of the CSHOA in order to allow for an open dialogue regarding the contractor’s performance and the community’s satisfaction.
Contractor’s firm fixed bid and terms of payment should address in detail the cost for each specific task as identified above and the aggregate cost. In addition to quotes on the specific tasks above, a contractor may also submit an addendum to the SOW, in which other specific needs of the community would be identified by the Contractor and the corresponding costs itemized.
